Kejriwal's Guarantee Card



Before going to elections, Delhi Chief Minister Arvind Kejriwal had issued a 10-pointer guarantee card for the welfare of citizens. Now that the cabinet have already sworn-in, we would like to quickly assess where the government stands right now. However, it is to be noted that the people of Delhi have chosen the governance of AAP for the third time with a thumping mandate which indicates that the voters are expecting much more on the lines of welfare and development.

Let's just ponder upon all the points in detail.

1. The government guarantees availability of 24-hour free electricity up-to 200 units and thereafter a subsidized 50% rate up-to 400 units for all the citizens. Currently the government has achieved this target and that Delhites will continue to receive benefits for the next five years. In addition to that, government plans to lay out underground cabling of high tension wires for reducing the safety hazard thereby enhancing beautification.

2. The government promises availability of 24-hour clean & free water up-to 20,000 litres a month per family through piped water network to every nook and corner of the town. In their last 5 year tenure, the piped water network has increased from 58% to 93%. Also around 2300 areas were identified where there were problems of polluted water and were acted upon. Presently around 125 areas are still remaining where problems of unclean water are still persisting but will be fixed in another year and a half.

3. The government pledges to offer world class education to all the children and youths of the city. In the previous tenure, 22000 new classrooms have been constructed apart from launching 30 new schools which has taken the tally of Delhi state government schools up-to 1024. Government also offers free coaching services for higher studies to all the bright aspiring students. In order to access higher studies, provisions of acquiring guarantee less collateral free student loan up-to 10 lacs have been made available to empower the youths of the capital. It is to be noted that the present government spends more than 25% of their total budget on education, which itself is a tremendous feat in itself.

4. Continuing with the ambitious 3-tier model of free, affordable & quality healthcare services, Delhi government plans to launch as much as 1000 Mohalla Clinics on war footing including the existing setup of 451 clinics and wants to add on to the existing network of polyclinics and 37 multi specialty hospitals. Government is also working out measures to convert existing 94 healthcare dispensaries into polyclinics to reach to a target of 150 by the end of tenure.

5. In order to strengthen the transport infrastructure, the government guarantees 11000 buses including the standard and low floor buses in DTC & Cluster schemes by the end of tenure along with 500 km expansion of metro network. It is to be noted that more than 6000 such buses are currently operational and 4000 more buses are in the process of procurement as work orders have already being awarded. In order to curb pollution, work order to procure 100 electric buses are in the scheme of things of the transport department. Government will continue to offer free bus rides to all the women of the capital and is going to introduce all kinds of students to fit into this scheme.





6. The government guarantees to reduce the pollution level by three times in the next five years. In order to achieve that, 2 crore trees will be planted all across the city. Water of river Yamuna will be cleaned through a network of STPs (Sewage Treatment Plants). So far Delhi Jal Board have installed 40 such STPs. There are 22 drains which falls into river Yamuna making it polluted with sewage and industrial wastes. Jal Board have so far tapped 11 of those. India's largest STP is getting constructed at Okhla to treat 124 million gallons of waste water per day and will come up at a cost of 1161 crore in three years period. The plant will treat wastewater that goes directly into Yamuna. The contract have been assigned to Suez Group's Degremont. It will cater to 40 lakh residents of Delhi.

7. The government is committing itself to make Delhi cleaner and greener in the next 5 years. In this regard, the government has reserved 400 crores to redesign nine roads including stretches connecting Wajirpur - Rithala, Mayapuri - Moti Bagh & AIIMS - Ashram as a pilot project. The project aims to reduce bottlenecks in these roads. It will constitute street furniture and benches. Separate spaces will be provided for footpaths, non motorized vehicles, autos, e-rickshaws & trees. Drains will also be redesigned and redeveloped. If the pilot project is successful, it will be replicated in all PWD roads. The government also wishes to cooperate with MCD and other departments to make this mission a success.

8. In a bid to empower women and ensure their safety & security, the government guarantees to install enough CCTV's & street lights, employ bus marshals in every DTC bus and mohalla marshals throughout the city. Presently the government proposes to install 2.8 lac CCTV's & 2.1 lac street lights although the number could increase as per the nature of requirement. It is expected that these measures will put in significant brakes in the ever increasing crime rate across the city.

9. The government pledges to provide basic amenities like drains, sewer & water pipeline networks, roads, parks, CCTVs & Mohalla clinics catering to all 1797 unauthorized colonies of Delhi. So far the government have spent 8147 crores on the development of these colonies in their previous tenure.

10. In order to empower slum dwellers, this government guarantees to offer them resettlement housing flats. Till now around 10,000 people have been shifted to newly made flats.
